Rwanda's foreign minister for nine years, and since 2018 Secretary-General of the Organisation internationale de la Francophonie — leading the French-speaking world's institution from a country that switched its official language to English.

Louise Mushikiwabo is a Rwandan politician and diplomat who served as Minister of Foreign Affairs and Cooperation from 2009 to 2018.

She was elected the fourth Secretary-General of the Organisation internationale de la Francophonie at its Yerevan summit in October 2018 and re-elected at Djerba in November 2022 — a striking appointment, given Rwanda had by then moved its official language and education system from French to English.
